This does not start on fire because the bottom of the cup would be the same temp as the water. It would not be the same with ice in it. This is because the bottom of the cup wont be the same all over with ice.
The water doesn't start on fire because the ice keeps the cup cool and doesn't allow it to catch fire. That's neat because if i'm ever set on fire i will try to find some ice to cover up with. The temperature, not the flame, is what gets things to start on fire...Remember that.
